First draw a ovalish circle. I'm doing this on the ipad because I do not have paper at this time.

Draw the top and bottom of the eye. Manga eyes tend to have breaks in them here and there.

Then draw the outline of the eyeball.

Fill it in.

Add the gradient. I'm using the gradient tool on my ipad, but you can use whatever coloring tool you have.

That's it. As you can see, the eye is not different from the normal manga eye. Just add two highlights, a cute appearance, and you've got a chibi eye!
